For leaves and loose moss, yes. For soil and plants stuck fast, it needs a hand finish.
Can a vacuum clear the downpipes?
It clears the outlet. A blocked pipe further down is rodded or flushed.
Is it cheaper by vacuum?
Usually about the same: the kit costs more, but it's quicker.
